Denise Pichler Dip TP, MRTPI
I am a chartered Town Planner and have been a member of the Royal Town Planning Institute since 1994. I gained my Diploma in Town Planning from the University of the West of England in 1992.
I worked locally as a planner in the public sector from 1986 with my last post being senior planning officer at Teignbridge District Council. I moved into the private sector in 2003 prior to setting up my own practice in 2007.
I have extensive experience in dealing with a wide range of planning issues from major schemes to householder extensions. I have considerable experience in dealing with enforcement matters and planning appeals in both urban and rural developments including farm, equine and tourism developments.
My experience gives me a valuable insight into the planning process and the local authority political systems.

Pichler Planning Consultancy provides expert planning advice to a wide range of clients including developers, landowners, architects and private individuals. The practice offers expertise in the following areas:

Development Appraisals, Advice and Research.

Often the first stage in a planning and development project involves appraising the potential of a site or a property to accommodate new development, re-use or redevelopment. An appraisal will establish the current and emerging planning policy context; comment on the realistic potential of the site for a range of uses or development and recommend a strategy geared to successful promotion through the planning and development process.

Preparation, submission and monitoring of planning applications.

The practice provides advice to clients of all types with regard to planning applications. The range of applications covers both urban and rural proposals, listed buildings, householder applications and major residential and commercial applications.

I have an extensive network of local contacts that can provide the additional services that you may require in order to promote your application. These include drawings services, tree surveys, bat and wildlife reports, contaminated land surveys, legal advice and more.

I am well versed in the local authority process and skilled at engaging with the general public, residents groups, Parish/Town Councils and District Councillors. I can promote clients’ proposals by coordinating public exhibitions, public meetings and by lobbying Councillors and addressing Planning Committees.

Prior Notifications for Permitted Development.

Recent legislation has introduced new procedures which allow the conversion of barns, offices and commercial premises into other uses including houses. Such applications require an in depth knowledge of the legislation and case law that underpins it. When prepared professionally these applications can be a route to success where planning policy would normally make such schemes unacceptable.

Applications for Certificates of Lawful Use and Development.

A Certificate can establish whether a development requires planning permission and can establish immunity from enforcement. Therefore these benefit greatly from specialist input that I can offer.

Appeals.

I undertake a wide range of planning appeals of all types from written representations through to inquiries including the new Householder Appeals Service offered by the Planning Inspectorate. The nature of appeal work covers developments of all sizes, enforcement appeals, advertisement appeals and certificates of lawful use and development.

Enforcement.

An Enforcement Notice is generally the last resort for the local authority and can create significant difficulties for the recipient. I approach such cases carefully, giving frank professional advice to clients and by dealing openly with the local authority with the aim of reaching mutually agreeable resolutions. Sometimes, there is no option but to respond to enforcement action instigated by a local authority. I co-ordinate enforcement appeals by written representations and by public inquiry, working with my clients and co-consultants as necessary.

Policy planning

The promotion of proposals through the development plan system, most often from initial development appraisal through to allocation for development in the relevant policy framework by the submission of appropriate representations.

We receive information about you from you.
